{"id":25053,"date":"2020-05-21T09:55:43","date_gmt":"2020-05-21T16:55:43","guid":{"rendered":"https:\/\/lapost.us\/?p=25053"},"modified":"2020-05-21T09:55:43","modified_gmt":"2020-05-21T16:55:43","slug":"supervisors-to-consider-appointing-inspector-general-for-skilled-nursing-homes-amid-covid-19-deaths","status":"publish","type":"post","link":"https:\/\/lapost.us\/?p=25053","title":{"rendered":"Supervisors to Consider Appointing Inspector General for Skilled Nursing Homes amid COVID-19 Deaths"},"content":{"rendered":"<p>Los Angeles (May 21 2020) &#8211;\u00a0Supervisor Mark Ridley-Thomas and Board Chair Kathryn Barger will ask the Board of Supervisors to appoint \u2013 for the first time \u2013 an Inspector General to oversee skilled nursing facilities, which account for more than half of all deaths from COVID-19 in Los Angeles County. The motion also calls for bringing in the Auditor-Controller to ensure closer monitoring of skilled nursing facilities immediately.<\/p>\n<p align=\"left\">The Inspector General would be tasked with developing recommendations on how to strengthen oversight for skilled nursing facilities, and how to improve their operations long-term. Many skilled nursing homes have a history of getting low marks for quality of care, patient satisfaction, and employee pay.<\/p>\n<p align=\"left\">The Board will vote on the motion at their next meeting on Tuesday, May 26<sup>th<\/sup>.<\/p>\n<p align=\"left\">\u201cWhile some skilled nursing homes may be doing their best to respond to COVID-19, we\u2019ve seen hundreds of deaths at these facilities, tragically exposing the urgent need for stronger oversight across the industry,\u201d Supervisor Ridley-Thomas said. \u201cNow, more than ever, we must act to address any questionable operations and substandard conditions in the facilities that care for some of our most vulnerable residents \u2013 the elderly, the low-income and the disabled.\u201d<\/p>\n<p align=\"left\">\u201cSkilled nursing facilities provide critical care and support for many of our most vulnerable populations,\u201d Supervisor Barger added. \u201cAs the County fights the COVID-19 public health crisis, we must greatly improve our ability to assess and oversee these facilities to ensure the safety and well-being of all those who have been entrusted to their care.\u201d<\/p>\n<p align=\"left\">Serving thousands of residents who tend to be older and medically fragile, skilled nursing facilities have become the epicenter of LA County\u2019s COVID-19 epidemic. As of May 18<sup>th<\/sup>, 4,794 residents and 2,918 staff from these facilities have tested positive for the virus.<\/p>\n<p align=\"left\">Across LA County, 52 percent of all deaths from COVID-19 have been in institutional settings, particularly in skilled nursing facilities.<\/p>\n<p align=\"left\">LA County Department of Health Services Director Dr. Christina Ghaly said, \u201cIt is our collective responsibility to protect and support the most vulnerable among us. Prioritizing the health and safety of those in our County\u2019s skilled nursing facilities is the right thing to do and will also help protect the availability of hospital resources for all those who need them.\u201d<\/p>\n<p align=\"left\">In their motion, Supervisors Ridley-Thomas and Barger said it is critical that LA County learn the lessons of this crisis; identify the internal and external factors that have contributed to inadequate conditions within skilled nursing facilities; and provide oversight, accountability and resources as needed.<\/p>\n<p align=\"left\">They described the proposed Inspector General as a \u201cmuch-needed accountability measure\u201d appointed to conduct an exhaustive review of LA County\u2019s capacity to regulate skilled nursing facilities, recommend structural and operational changes, and outline a plan for ensuring adequate and sustainable oversight.<\/p>\n<p align=\"left\">They also plan to charge the Inspector General with recommending regulatory and policy improvements at the local, state and federal levels, with the goal of enhancing quality of care, ensuring adequate infection control measures, and supporting healthcare workers.<\/p>\n<p align=\"left\">To increase transparency, Supervisor Ridley-Thomas and Chair Barger\u2019s motion also called for directing the LA County Auditor-Controller to take the lead in designing a publicly accessible dashboard with information about their COVID-19 case totals, testing frequency, mitigation plan status, and other information.
