{"id":27646,"date":"2020-08-27T11:48:07","date_gmt":"2020-08-27T18:48:07","guid":{"rendered":"https:\/\/lapost.us\/?p=27646"},"modified":"2020-08-27T11:48:07","modified_gmt":"2020-08-27T18:48:07","slug":"improving-accountability-and-oversight-of-homeless-funds","status":"publish","type":"post","link":"https:\/\/lapost.us\/?p=27646","title":{"rendered":"Improving Accountability and Oversight of Homeless Funds"},"content":{"rendered":"<p><img decoding=\"async\" src=\"https:\/\/ridley-thomas.lacounty.gov\/wp-content\/uploads\/2020\/08\/49800239658_07d2b4ba9f_c.jpg\" \/><\/p>\n<p>Los Angeles, CA, August 27, 2020 &#8211; Supervisors Mark Ridley-Thomas and Janice Hahn called for exploring new governance models to improve the accountability and oversight of funds for homeless services after a newly released <a href=\"https:\/\/ridley-thomas.lacounty.gov\/wp-content\/uploads\/2020\/08\/2020-8-26-Los-Angeles-Homeless-Services-Authority-Homeless-Initiative-Measure-H-Strategies-Performance-Data-Validation-and-Limited-Internal-Controls-Review-1.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><u>review<\/u><\/a>\u00a0uncovered flaws in the Los Angeles Housing Services Authority (LAHSA)\u2019s internal controls over the reporting and validation of performance data.<\/p>\n<p>The Los Angeles County Auditor-Controller reviewed LAHSA\u2019s performance data from July 2018 through June 2019, when LAHSA and its contractors provided services, primarily funded through Measure H, to approximately 70,000 people who were either homeless or at risk of becoming homeless. The review found that LAHSA was initially unable to provide documentation (such as a detailed list of clients served), and that performance data was not always accurately reported and resulted in an overstatement of program outcomes.<\/p>\n<p>In 2018, the CEO Auditor Controller reviewed LAHSA\u2019s financial transactions, internal controls and compliance, and concluded that LAHSA\u2019s fiscal operations needed improvement. At that time, Supervisor Ridley-Thomas and Hahn brought forward a motion which instituted routine and ongoing monitoring of LAHSA\u2019s systems. Many of the initial deficiencies have since been addressed, but as the most recent review demonstrates, there is still a need to ensure ongoing optimal performance and accountability.<\/p>\n<p>\u201cThe need for oversight and accountability were embedded into the law that created Measure H, the public should have confidence in the systems designed to track performance,\u201d said Supervisor Ridley-Thomas.\u00a0 \u201cAccurate and reliable data is crucial to making sure we are making the most of our resources, given the scale of the homeless crisis.\u201d<\/p>\n<p>\u201cLAHSA was created before homelessness reached crisis proportions, and while it has bulked up personnel and scaled up operations in recent years, its governance model has remained stagnant,\u201d Supervisor Ridley-Thomas said. \u201cPerhaps it is time to explore new governance models with the goal of ensuring that we are best serving the thousands of homeless individuals and families who need help.\u201d<\/p>\n<p>\u201cThe scale of the homelessness crisis and our strategies for tackling it have changed dramatically \u2013 but for decades LAHSA\u2019s model has stayed the same,\u201d added Supervisor Hahn. \u201cWe need a new model that allows LAHSA to take on this crisis more effectively and treat it with the sense of urgency it demands.\u201d<\/p>\n<p>In their motion, both Supervisor Ridley-Thomas and Hahn sought recommendations for alternative governance models or structures to administer and oversee homeless funds, programs and services on behalf of Los Angeles County to ensure optimal performance, transparency and accountability.<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Los Angeles, CA, August 27, 2020&#46;&#46;&#46;<\/p>\n","protected":false},"author":1,"featured_media":0,"comment_status":"closed","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[6],"tags":[],"class_list":["post-27646","post","type-post","status-publish","format-standard","hentry","category-ca-local"],"_links":{"self":[{"href":"https:\/\/lapost.us\/index.php?rest_route=\/wp\/v2\/posts\/27646","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/lapost.us\/index.php?rest_route=\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/lapost.us\/index.php?rest_route=\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/lapost.us\/index.php?rest_route=\/wp\/v2\/users\/1"}],"replies":[{"embeddable":true,"href":"https:\/\/lapost.us\/index.php?rest_route=%2Fwp%2Fv2%2Fcomments&post=27646"}],"version-history":[{"count":1,"href":"https:\/\/lapost.us\/index.php?rest_route=\/wp\/v2\/posts\/27646\/revisions"}],"predecessor-version":[{"id":27647,"href":"https:\/\/lapost.us\/index.php?rest_route=\/wp\/v2\/posts\/27646\/revisions\/27647"}],"wp:attachment":[{"href":"https:\/\/lapost.us\/index.php?rest_route=%2Fwp%2Fv2%2Fmedia&parent=27646"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/lapost.us\/index.php?rest_route=%2Fwp%2Fv2%2Fcategories&post=27646"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/lapost.us\/index.php?rest_route=%2Fwp%2Fv2%2Ftags&post=27646"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
