(Keysight) of Santa Rosa, California, to resolve alleged violations of the Arms Export Control Act (AECA), 22 U.S.C. \u00a7 2751\u00a0<i>et seq<\/i>., and the International Traffic in Arms Regulations (ITAR), 22 C.F.R.
