On November 29 and 30, Special Representative for Afghanistan Thomas West led a senior interagency delegation including representatives from the Department of State, Department of\u00a0the\u00a0Treasury,\u00a0USAID, and the intelligence community in discussions on\u00a0enduring\u00a0national interests with senior Taliban representatives and technocratic professionals in Doha, Qatar.\u00a0\u00a0The U.S. delegation emphasized the importance of the Taliban fulfilling its public commitment not to allow\u00a0anyone\u00a0to pose a threat to any country from the soil of Afghanistan, safe passage for U.S. citizens and Afghans to whom we have a special commitment,\u00a0the protection of the rights of all of Afghanistan\u2019s citizens, including its women, girls, and minorities,\u00a0and the safe release of hostage Mark Frerichs.\u00a0The two teams\u00a0also\u00a0discussed the international community\u2019s on-going and urgent response to the humanitarian crisis in Afghanistan, and the U.S. delegation pledged to continue to support UN and humanitarian actors\u2019 efforts to scale up to meet\u00a0life-saving\u00a0needs this coming winter.<\/p>\n

The United States remains committed to ensuring that U.S. sanctions do not limit the ability of\u00a0Afghan civilians\u00a0to receive humanitarian support from the U.S. government and international community\u00a0while denying assets to\u00a0sanctioned entities and individuals.\u00a0\u00a0The Department of\u00a0the\u00a0Treasury has issued general licenses to support the continued flow of humanitarian assistance to the people of Afghanistan and other activities that support basic human needs.<\/p>\n

Special Representative West welcomed the Taliban\u2019s follow-through on safe passage commitments and recognized improvements in providing all humanitarian workers safe and unimpeded access to communities in need.<\/p>\n

The Taliban reiterated their pledge to not allow the territory of Afghanistan to be used by anyone to threaten any country.\u00a0\u00a0U.S.\u00a0officials expressed concern regarding the continuing presence of al-Qa\u2019ida\u00a0and ISIS\u00a0in Afghanistan.<\/p>\n

The U.S. delegation\u00a0noted\u00a0recent statements from Taliban leaders expressing support for women and girls\u2019 access to education at all levels and urged implementation of that commitment countrywide.\u00a0\u00a0\u00a0The Taliban expressed openness to engaging with the international community on full access to education and welcomed efforts to verify and monitor progress to enroll women and girls in school at all levels.\u00a0\u00a0The Taliban asked for support in the education sector.<\/p>\n

American officials\u00a0expressed deep\u00a0concern regarding allegations of human rights abuses and urged the Taliban to protect the rights of all Afghans, uphold and enforce its policy of general amnesty, and take additional steps to form an inclusive and representative government.<\/p>\n
