Blinken, Secretary of State<\/p>\n<p>New York, New York<\/p>\n<p>The Palace Hotel<\/p>\n<p><b>SECRETARY BLINKEN:<\/b>\u00a0 Thanks for bringing us together this morning, and thanks to each of my friends and other colleagues for being here today.\u00a0 It\u2019s wonderful to see you all and it\u2019s wonderful to see you in this particular setting.<\/p>\n<p>Some of us met in March, and since then the partnership between the Alliance for Development in Democracy and the United States has only grown stronger.<\/p>\n<p>And I\u2019m particularly delighted that our colleagues from Ecuador have now joined the ADD just earlier this summer, and with their signing of the supply chain MOU I think just a few moments ago, we\u2019ll begin discussions about strengthening our collective supply chains, something that is, I think, of importance to all of us and something that our citizens actually feel strongly in their daily lives.<\/p>\n<p>We are coming together to tackle critically important questions in the five focus areas that we\u2019ve agreed on, like how can we collectively strengthen our democracies and other democracies throughout the hemisphere; how can we deal with the root causes of migration, while providing humanitarian assistance to migrants; how can we spur genuinely inclusive economic growth in our countries, especially as we all rebound from COVID.<\/p>\n<p>We\u2019re following through on the memorandum of understanding that we signed in July to strengthen our supply chains.\u00a0 And I want to emphasize \u2013 I think we talked about this back in March \u2013 the follow-through on everything that we do and say is maybe even more important than the meetings we have when we get together.\u00a0 It\u2019s actually making sure that we\u2019re making good on the commitments that we make.<\/p>\n<p>We\u2019re also growing our economic ties.<\/p>\n<p>The U.S. Chamber of Commerce\u00a0recently\u00a0launched a survey of American CEOs\u00a0to try to get a good picture of companies\u2019 priorities and existing supply chains, so that they could\u00a0find\u00a0business opportunities across the Americas, including in ADD countries.\u00a0 Based on the findings of that survey, the State Department, the Commerce Department,\u00a0the private sector will begin\u00a0working\u00a0together to explore\u00a0a trade mission to ADD countries.\u00a0 So I think this is going to be an interesting initiative that I hope produces concrete results.<\/p>\n<p>And we\u2019re working together on issues that are actually far beyond the hemisphere that we share.\u00a0 All of us\u00a0believe in\u00a0the principles of the United Nations Charter.\u00a0 We\u2019re all committed to modernizing the UN so that it\u2019s actually capable of addressing the complex challenges that we face, while staying true to the principles that are at its core.\u00a0 This is a very good week for us in particular to be affirming those principles and those objectives.<\/p>\n<p>This group is just one way that we\u2019re bringing together new regional groupings of like-minded allies and partners, and we\u2019re doing that here this week in New York.\u00a0 I think you\u2019ll see that reflected, too,\u00a0in our\u00a0meetings with both the Blue Pacific and Atlantic Basin countries\u00a0this week. \u00a0In fact, I just came from a meeting of many of the Atlantic Basin countries.<\/p>\n<p>Across these efforts, we\u00a0are united by\u00a0a\u00a0core\u00a0belief that democracy\u00a0is\u00a0the best way to\u00a0actually deliver\u00a0concrete results for\u00a0our\u00a0people:<\/p>\n<p>To uphold\u00a0people\u2019s\u00a0civil and political rights\u00a0\u2013\u00a0including\u00a0through\u00a0<wbr \/>holding\u00a0fair and free elections, protecting free speech and assembly.<\/p>\n<p>To\u00a0advance\u00a0their\u00a0economic and social rights\u00a0\u2013 such as\u00a0by strengthening labor standards, expanding access to education and health, providing more inclusive opportunities.<\/p>\n<p>To deliver security and stability\u00a0\u2013\u00a0like\u00a0by\u00a0countering corruption,\u00a0upholding the rule of law,\u00a0and addressing the root causes of\u00a0illicit activity.<\/p>\n<p>It is\u00a0no surprise\u00a0that when President Biden first announced the Americas Partnership for Economic Prosperity \u2013 which we did at the Summit of the Americas \u2013 to drive our hemisphere\u2019s\u00a0inclusive\u00a0<wbr \/>economic growth,\u00a0the countries around this table were among the first to\u00a0express strong support.<\/p>\n<p>As\u00a0this\u00a0partnership\u00a0is further developed,\u00a0the most important thing is this:\u00a0 We are looking for, we need, we want your ideas to\u00a0make sure\u00a0that we\u2019re actually seizing opportunities\u00a0for our shared\u00a0future.\u00a0\u00a0The power of all of this is in the collective, the different experiences that we have, the different ideas that we\u2019ve been able to test in different ways, and then, in many ways, trying to draw on the best practices that come from each of us.<\/p>\n<p>There\u2019s one opportunity I just wanted to highlight in closing, and this comes through something called the CHIPS Act, which some of you will have seen passed our Congress just a few weeks ago.\u00a0 This, among other things, will provide funds to develop resilient semiconductor supply chains right here in\u00a0the\u00a0Americas.\u00a0 It\u00a0allows us to invest in\u00a0building the components that we need for the 21st century in our own hemisphere\u00a0\u2013 including\u00a0in\u00a0Latin American\u00a0and\u00a0Caribbean countries\u00a0\u2013 and, critically, it will\u00a0create good-paying jobs\u00a0while doing so.<\/p>\n<p>ADD countries\u00a0\u2013 which together represent\u00a0our third-largest trading partner in the region, even before the addition of Ecuador\u00a0\u2013 are\u00a0very well-poised to seize these opportunities that come from some of the resources we now have available through the CHIPS Act.\u00a0 So we\u2019re very eager to work with you on that.<\/p>\n<p>Let me just conclude by saying this:\u00a0 As successful as we believe the first year of the ADD\u00a0has been, I\u2019m\u00a0actually confident that, year two, we will take even bigger strides together and do it in a way that really focuses on how can we together work to improve the lives of the citizens we represent.\u00a0 That\u2019s what this is all about, and we\u2019re very much looking forward to hearing everyone\u2019s thoughts and ideas for how we can actually get that done.<\/p>\n<p>So thanks to everyone for being here.\u00a0 It\u2019s really good to see
