Aqueduct, Other Major Environmental Items"},"content":{"rendered":"<p dir=\"ltr\" style=\"text-align: center;\"><em>As Environmental Justice chair, O\u2019Farrell is leading the City\u2019s nation-leading transition to 100% carbon-free, renewable energy<\/em><\/p>\n<p dir=\"ltr\"><strong>LOS ANGELES<\/strong> \u2014 The Los Angeles City Council\u2019s Energy, Climate Change, Environmental Justice, and River (Environmental Justice) committee today unanimously approved a <a href=\"https:\/\/cityclerk.lacity.org\/lacityclerkconnect\/index.cfm?fa=ccfi.viewrecord&amp;cfnumber=22-1186\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/cityclerk.lacity.org\/lacityclerkconnect\/index.cfm?fa%3Dccfi.viewrecord%26cfnumber%3D22-1186&amp;source=gmail&amp;ust=1667601275216000&amp;usg=AOvVaw1aJg9WCvWDEPhMJ-uQhbP2\">proposal<\/a> from Councilmember Mitch O\u2019Farrell to place solar panels atop the Los Angeles Aqueduct, along with several major items that will move Los Angeles closer to decarbonizing new construction, the creation of a citywide organic waste recycling system, improved water conservation, and prohibiting the distribution and sale of expanded polystyrene, more commonly known as Styrofoam.<\/p>\n<p dir=\"ltr\">\n<p dir=\"ltr\">\u201cSmart, creative innovations are needed for Los Angeles to effectively and urgently fight the climate crisis, and I\u2019m proud to have advanced several of these initiatives today,\u201d said Councilmember O\u2019Farrell, the chair of the Environmental Justice committee. \u201cToday we took major steps that will reduce our dependence on fossil fuels, solarize the Los Angeles Aqueduct, decarbonize new buildings, create a citywide organic waste recycling system, significantly expand our water conservation efforts, and more. I will keep pushing and fighting to bring all these policies to fruition.\u201d<\/p>\n<p dir=\"ltr\">\n<p dir=\"ltr\">From 2016-2019, the Los Angeles Aqueduct provided 38% of the drinking water supply for the City of Los Angeles. First opened in 2013, it has a combined approximate length of over 370 miles and loses approximately 10-11% of water each year due to evaporation. O\u2019Farrell\u2019s proposal to place solar panels atop the aqueduct would help reduce evaporation and could ultimately provide renewable, carbon-free electrical capacity for hundreds of thousands of homes in Los Angeles. The current LADWP power resources profile includes natural gas and other fossil fuels, which will be phased out by 2035 due to LA100, the nation-leading plan to create clean, renewable, fossil fuel-free energy. As Environmental Justice chair, O\u2019Farrell is spearheading the implementation of LA100.<\/p>\n<p dir=\"ltr\">\n<p dir=\"ltr\">Another major item approved today by O\u2019Farrell\u2019s committee is a directive to <a href=\"https:\/\/cityclerk.lacity.org\/lacityclerkconnect\/index.cfm?fa=ccfi.viewrecord&amp;cfnumber=22-0151\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/cityclerk.lacity.org\/lacityclerkconnect\/index.cfm?fa%3Dccfi.viewrecord%26cfnumber%3D22-0151&amp;source=gmail&amp;ust=1667601275216000&amp;usg=AOvVaw3obF6YifvsCRE_QCJr56Rn\">decarbonize<\/a>\u00a0new buildings in Los Angeles, with the exception of certain types of facilities including accessory dwelling units, as well as commercial kitchens and cooking facilities. Earlier this year, O\u2019Farrell introduced <a href=\"https:\/\/clkrep.lacity.org\/onlinedocs\/2022\/22-0530_mot_5-05-22.pdf\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/clkrep.lacity.org\/onlinedocs\/2022\/22-0530_mot_5-05-22.pdf&amp;source=gmail&amp;ust=1667601275216000&amp;usg=AOvVaw1FbYN14NUZj-lm_020jTZx\">an initiative<\/a> to electrify public facilities in the City, an effort that is already underway. This January, the City will begin decarbonization of the Los Angeles Zoo, including covering its parking lots with solar panels.<\/p>\n<p dir=\"ltr\">\n<p dir=\"ltr\">O\u2019Farrell and his colleagues also <a href=\"https:\/\/clkrep.lacity.org\/onlinedocs\/2021\/21-1208_ord_draft_10-28-22.pdf\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/clkrep.lacity.org\/onlinedocs\/2021\/21-1208_ord_draft_10-28-22.pdf&amp;source=gmail&amp;ust=1667601275216000&amp;usg=AOvVaw1aRZBeq1XCq1LcCLHBA8_X\">approved draft rules<\/a> that will make it easier for Angelenos to recycle their food scraps, an action that will bring organic waste recycling to nearly 1,000,000 households serviced by Los Angeles Sanitation and Environment. Additionally, the committee approved O\u2019Farrell\u2019s <a href=\"https:\/\/cityclerk.lacity.org\/lacityclerkconnect\/index.cfm?fa=ccfi.viewrecord&amp;cfnumber=22-1178\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/cityclerk.lacity.org\/lacityclerkconnect\/index.cfm?fa%3Dccfi.viewrecord%26cfnumber%3D22-1178&amp;source=gmail&amp;ust=1667601275216000&amp;usg=AOvVaw3HZjWc8Qx7VkA__7njvi9T\">initiative<\/a> to significantly expand the City\u2019s water conservation, recycling and reuse efforts, including: implementation of a \u201cgray water\u201d ordinance requiring systems for new developments above 100,000 square feet, depending on water use. \u201cGray water\u201d refers to all wastewater generated in households or office buildings from streams without fecal contamination.
