{"id":58226,"date":"2023-05-31T14:49:49","date_gmt":"2023-05-31T21:49:49","guid":{"rendered":"https:\/\/lapost.us\/?p=58226"},"modified":"2023-05-31T14:49:49","modified_gmt":"2023-05-31T21:49:49","slug":"los-angeles-gears-up-for-extreme-heat","status":"publish","type":"post","link":"https:\/\/lapost.us\/?p=58226","title":{"rendered":"Los Angeles Gears Up for Extreme Heat"},"content":{"rendered":"<div class=\"td_block_wrap tdb_single_author tdi_66 td-pb-border-top td_block_template_1 tdb-post-meta\" data-td-block-uid=\"tdi_66\">\n<div class=\"tdb-block-inner td-fix-index\">\n<div class=\"tdb-author-name-wrap\"><span class=\"tdb-author-by\">By<\/span><a class=\"tdb-author-name\" href=\"https:\/\/ethnicmediaservices.org\/author\/mark\/\">Mark Hedin<\/a><\/div>\n<\/div>\n<\/div>\n<div class=\"td_block_wrap tdb_single_date tdi_67 td-pb-border-top td_block_template_1 tdb-post-meta\" data-td-block-uid=\"tdi_67\">\n<div class=\"tdb-block-inner td-fix-index\"><time class=\"entry-date updated td-module-date\" datetime=\"2023-05-26T06:26:56-07:00\">May 26, 2023<\/time><\/div>\n<\/div>\n<div class=\"td_block_wrap tdb_single_subtitle tdi_68 td-pb-border-top td_block_template_1\" data-td-block-uid=\"tdi_68\">\n<div class=\"tdb-block-inner td-fix-index\">\n<p>Los Angeles\u2019 Climate Emergency Mobilization Office is spearheading a series of efforts aimed at mitigating extreme heat, a key health risk for the city&#8217;s most vulnerable communities.<\/p>\n<\/div>\n<\/div>\n<div class=\"td_block_wrap tdb_single_featured_image tdi_69 tdb-content-horiz-left td-pb-border-top td_block_template_1\" data-td-block-uid=\"tdi_69\">\n<div class=\"tdb-block-inner td-fix-index\"><img loading=\"lazy\" decoding=\"async\" class=\"entry-thumb td-animation-stack-type0-2\" title=\"los angeles heat wave\" src=\"https:\/\/ethnicmediaservices.org\/wp-content\/uploads\/2023\/05\/los-angeles-heat-wave.jpg\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" srcset=\"https:\/\/ethnicmediaservices.org\/wp-content\/uploads\/2023\/05\/los-angeles-heat-wave.jpg 1200w, https:\/\/ethnicmediaservices.org\/wp-content\/uploads\/2023\/05\/los-angeles-heat-wave-300x200.jpg 300w, https:\/\/ethnicmediaservices.org\/wp-content\/uploads\/2023\/05\/los-angeles-heat-wave-1024x683.jpg 1024w, https:\/\/ethnicmediaservices.org\/wp-content\/uploads\/2023\/05\/los-angeles-heat-wave-768x512.jpg 768w, https:\/\/ethnicmediaservices.org\/wp-content\/uploads\/2023\/05\/los-angeles-heat-wave-150x100.jpg 150w, https:\/\/ethnicmediaservices.org\/wp-content\/uploads\/2023\/05\/los-angeles-heat-wave-696x464.jpg 696w, https:\/\/ethnicmediaservices.org\/wp-content\/uploads\/2023\/05\/los-angeles-heat-wave-1068x712.jpg 1068w\" alt=\"\" width=\"1200\" height=\"800\" \/><\/div>\n<\/div>\n<div class=\"td_block_wrap tdb_single_content tdi_70 td-pb-border-top td_block_template_1 td-post-content tagdiv-type\" data-td-block-uid=\"tdi_70\">\n<div class=\"tdb-block-inner td-fix-index\">\n<p>The city of Los Angeles, mindful of the disproportionate toll extreme heat takes on its communities of color and low-income residents, on May 24 kicked off its Heat Relief 4 LA campaign.<\/p>\n<p>Heat season generally runs from June through October, so, anticipating that and getting a jump on National Heat Awareness Day two days later, a webinar hosted by Los Angeles\u2019 Climate Emergency Mobilization Office (CEMO) highlighted some of the ways the city is trying to mitigate heat\u2019s impact and offered some resources for minimizing risks.<\/p>\n<p>\u201cWe\u2019re going to set an example,\u201d CEMO director Marta Segura said following introductory welcoming remarks from Mayor Karen Bass, \u201cby investing first and foremost in areas that have been left behind.\u201d Programs in the works include adding cooling spots, greenscaping and public awareness campaigns.<\/p>\n<p>\u201cWe need to prepare and plan ahead for our families and neighborhoods,\u201d Segura said, and warned that the season\u2019s first extreme heat event is the most dangerous.<\/p>\n<p>In Los Angeles, extreme heat is the climate\u2019s leading cause of hospitalizations and fatalities, with 10% to 30% increased mortality recorded on days when temperatures run above 85 degrees.<\/p>\n<p>And because heat causes air pollution to stagnate, people in polluted areas already struggling with chronic illnesses are particularly vulnerable.<\/p>\n<p>\u201cExtreme heat is the primary climate hazard for L.A.,\u201d CEMO\u2019s Climate4LA program website says. \u201cHotter, longer heat waves caused by climate change, that now extend to mid-November, are one of the greatest threats to public health and habitability. Extreme heat is sending more people to the hospital, and causing more deaths, than any other climate hazard in Los Angeles.\u201d<\/p>\n<p>\u201cWhile the hazards of heat waves affect everyone, extreme heat has a disproportionate impact on low-income residents and communities of color, who face the greatest vulnerability to extreme heat-related illness and death due to the cumulative burdens of pre-existing health conditions, excessive air pollution, and seasonal smoke.\u201d<\/p>\n<p>\u201cThese are preventable deaths and hospitalizations.\u201d<\/p>\n<p>\u201cIt\u2019s clear that there\u2019s a moral imperative,\u201d for the city to help protect its people, Paul Krekorian, CIty Council president, said at the event.<\/p>\n<p>\u201cMarginalized and historically redlined communities are hotter than (those that are) more privileged,\u201d concurred Susanma Reyes, of the Board of Public Works.<\/p>\n<p>Besides those battling chronic illnesses such as asthma, heart disease or diabetes, people who work or are otherwise active outdoors are more vulnerable to extreme heat, along with infants, pregnant women, elders and children.<\/p>\n<p>Besides forming CEMO itself, which Krekorian said is the first agency of its kind in the country, or one of them, the city has undertaken a variety of long-term projects to counter extreme heat.<\/p>\n<p>Already available is a growing\u00a0<a href=\"https:\/\/lahub.maps.arcgis.com\/apps\/instant\/nearby\/index.html?appid=d3bea5218c3b4adca485a32c9e3fabee\">online guide<\/a>\u00a0to where specific cooling centers, pools, splash pads, hydration stations and shade structures are located throughout Los Angeles, along with less traditional, more informal cooling centers such as libraries, senior centers and recreation centers.<\/p>\n<p>Longer term, the city is also working on initiatives to counter \u201cheat island\u201d effects, for instance, by planting more shade trees and, so far, 5.6 miles of \u201ccool pavement\u201d and shade shelters at bus stops.<\/p>\n<p>\u201c<a href=\"https:\/\/storymaps.arcgis.com\/stories\/b86f2b2e36564caebc32e688ece1b257\">Cool pavement<\/a>\u201d involves using alternative paints and surfacing materials that can reduce ground temperatures 10 degrees from asphalt surfaces. The city is utilizing heat index and heat island data to identify where its efforts are needed most.<\/p>\n<p>Western San Fernando Valley\u2019s Winnetka neighborhood was an early target, with 11 blocks of Guard Top Cool Seal applied and 60 shade trees planted in 2019.<\/p>\n<p>Here and in establishing shade tree canopies, Reyes said, the effort is \u201c<a href=\"https:\/\/www.climate4la.org\/wp-content\/uploads\/2022\/09\/Heat-Fact-Sheet-UCLA-Luskin.pdf\">very methodical<\/a>\u201d in identifying areas of greatest need, focusing on transit hubs, for instance, and prioritizing providing shelter at the bus routes that have the longest wait times.
