(Image via Wikimedia Commons)<\/em><\/p>\n<p>Unhoused Californians are among the most at risk from extreme heat, according to government experts. Three homeless veterans of the Bay Area\u2019s summer heat waves say their most important tips for surviving the rising temperatures have come from other unhoused people.<\/p>\n<p>All say it\u2019s the fellowship of others around them and the advice offered by those who have lived longer on the streets that help them face long, hot days.<\/p>\n<p>Dexcelle Camins, originally from Hercules, relies on the resources of St. Vincent de Paul, one of Oakland\u2019s few low-barrier shelters, to find sanctuary through the night. But such shelters routinely check visitors out by midday, leaving them at the mercy of the city in its hottest hours.<\/p>\n<h2 class=\"wp-block-heading\">Hotter temps, fewer resources<\/h2>\n<p>While California agencies have\u00a0<a href=\"https:\/\/heatreadyca.com\/\">increased investments<\/a>\u00a0in heat mitigation measures like cooling centers, unhoused people say the situation differs drastically across counties. Cutbacks in public funding have meant that public resource centers offer less and less to the unhoused. Public libraries are closing or have increasingly limited hours. Some cities open public cooling centers only on days when temperatures peak past 100 degrees Fahrenheit, and close for the night.<\/p>\n<p>Each city also has different ordinances around being unsheltered in public, forcing people in some cases to stay mobile while trying to avoid the heat, noted Camins.<\/p>\n<p>Summers are indeed getting hotter, with the hottest eight years ever recorded having come in the last decade. Heat contributes to about 1,500 U.S. deaths annually,\u00a0<a href=\"https:\/\/apnews.com\/article\/climate-science-health-and-environment-4f23d928ea637d239147c0e4adbad6dc\">AP reports<\/a>, and many advocates estimate that half of these fatalities are among the unhoused.<\/p>\n<p>Governor Gavin Newsom\u2019s Exreme Heat Action Plan, backed by over $400 million dollars, has promised to guide California\u2019s response to heatwaves in all counties by helping communities statewide keep their cooling centers open.<\/p>\n<p>\u201cWhen it gets really hot, usually you just stay outside,\u201d Camins said, adding that at 5 p.m. on most days, a long line forms outside St. Vincent\u2019s along San Pablo Avenue as people bake in the late afternoon sun waiting to enter for the night.<\/p>\n<p>Camins said she learned how to stay cool and safe from older people who had no choice other than to be outdoors during a heat wave.<\/p>\n<p>\u201cI see people staying under bridges and underpasses just to stay cool,\u201d she said. \u201cPeople like to go to the lake because there\u2019s a strong breeze there\u2026 There\u2019s a couple of residents who are older and they\u2019re weaker and get more tired. They stay under a covering or something.\u201d<\/p>\n<p>Some people make the trek to a public library to get through the hottest parts of the day. \u201cSometimes people just ride the bus and stay cool for a little bit,\u201d she added.<\/p>\n<h2 class=\"wp-block-heading\">\u2018Blindsided\u2019 by hotter weather<\/h2>\n<p>Jason Gaines, who has lived unsheltered in Oakland for 15 years, previously lived in New York City and Atlanta. \u201cIn those other places, they are well prepared in most of the buildings for heat \u2013 they either have large fans or air conditioning. Out here, the infrastructure is just not designed for high heat or humidity.\u201d<\/p>\n<p>Gaines said that longtime residents or those who stay in Oakland because of its reputation for mild weather are bound to be surprised by increasingly hot summers as climate change intensifies. \u201cThey may be blindsided,\u201d he said.<\/p>\n<p>Scientists anticipate that by the end of this century heat waves in Oakland could be as much as\u00a0<a href=\"https:\/\/www.cbsnews.com\/sanfrancisco\/news\/scientists-see-climate-change-extreme-weather-impacting-bay-area-cities-differently\/\">9 degrees hotter<\/a>.<\/p>\n<p>Gaines also shared tips he\u2019s picked up over the years from other unsheltered people. \u201cWater is number one,\u201d he said. \u201cIf you find a public place where there\u2019s cooling and AC, that\u2019s beneficial.\u201d<\/p>\n<p>For the elderly who tend to be less mobile, \u201cPeople who are in that situation typically have someone who is looking after them,\u201d he said.\u00a0\u201cBut that\u2019s just a guess.\u201d<\/p>\n<p>Parks or anywhere with shade are ideal places, according to Camins, though they are also more likely to be patrolled by police who in some cities \u2013 Oakland included \u2013 are\u00a0<a href=\"https:\/\/ethnicmediaservices.org\/housing\/oaklands-wood-street-commons-meets-the-citys-wrecking-ball\/\">taking a tougher stance<\/a>\u00a0on homeless encampments.<\/p>\n<p>\u201cIf you stay out there too long, someone is going to say something,\u201d Camins said, adding that people will often take their chances anyway to survive the heat.<\/p>\n<h2 class=\"wp-block-heading\">The Incense Man<\/h2>\n<p>Tyrone Ford, who just turned 50, has lived in an abandoned car for most of the last year on an alley in San Francisco that has a dead end on one side and so has relatively little traffic.\u00a0 He learned about the car from another homeless person who had lived in it undisturbed for two weeks before moving into an apartment.<\/p>\n<p>\u201cWe met at a bus stop. When you are on the street it\u2019s easier to initiate conversation with a stranger \u2013 you have no one else to talk to,\u201d Ford said.<\/p>\n<p>Living in the car, just being able to go inside, was far better than living on the sidewalk \u2013 except when the sun was right on top of the car, Ford said. \u201cI would leave the door open a crack and make sure I had water with me. Water and fruit helped me beat the heat.\u201d<\/p>\n<p>Ford said he goes from time to time to St Anthony\u2019s to eat and get a shower \u201cbut they serve so many people, overtime I was just number 300 in line.\u201d The city also has street ambassadors who pass out water and food. \u201cThat\u2019s a beautiful thing,\u201d Ford added.<\/p>\n<p>While heat waves can be intense, fentanyl has made things a lot edgier on the streets, he continued, as people are desperate to get the narcotic. \u201cThe most difficult thing if you are living on the streets is finding a safe place and finding people who won\u2019t take your stuff.\u201d He heard from others that things were not like this even a year and a half ago.<\/p>\n<p>\u201cThe heat can exacerbate your feelings\u2013you have to maintain your center so you don\u2019t get overwhelmed. I try not to complain. Your attitude is the most important thing that will get you through.\u201d<\/p>\n<p>Ford said he is known in tough\u00a0neighborhoods like the Tenderloin as the Incense Man because he always carries lighted incense. Sometimes cops will come by and give him a couple of dollars.<\/p>\n<p>Why incense?<\/p>\n<p>\u201cIt goes everywhere, like the sum of everyone\u2019s prayers. I don\u2019t have much to contribute, but I try to do something to help me and to help others,\u201d Ford said.<\/p>\n<p>\u201cPeople who live on the streets\u00a0 talk to each other, we have conversations that encourage each other,\u201d Ford added. \u201c I tell people Jesus slept outside, remember that.
