Having access to our ceremonial sites, including the site of our First Salmon Ceremony, is critical to the spiritual and emotional health of our people.\u00a0The ceremony has not taken place since the lands were taken by eminent domain for the construction of Copco dam over 100 years ago.\u00a0This is transformative and the beginning of restorative justice for our people,\u201d said\u00a0<strong>Shasta Indian Nation Chairperson Janice Crowe<\/strong>. \u201cWe welcome the opportunity to steward our ancestral lands in a manner consistent with tribal values and incorporating tribal ecological knowledge.\u00a0Land return also allows us to educate the public by completing the Shasta Heritage Trail that incorporates Native art in the design along with informational placards that share the history of Shasta people from Kikac\u00e9ki.\u201d<\/p>\n<h2 dir=\"ltr\">Bigger picture<\/h2>\n<p>When Governor Newsom officially apologized on behalf of the State of California to California Native American peoples five years ago \u2013 on the future site of the\u00a0<a href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=02dee0dcb1&amp;e=0a97a8055b\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/mclist.us7.list-manage.com\/track\/click?u%3Dafffa58af0d1d42fee9a20e55%26id%3D02dee0dcb1%26e%3D0a97a8055b&amp;source=gmail&amp;ust=1718818949931000&amp;usg=AOvVaw1VjtTCm996s0SFPh4eeRMR\">California Indian Heritage Center<\/a>\u00a0\u2013 he also announced the creation of the\u00a0<a href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=eb6e95c26b&amp;e=0a97a8055b\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/mclist.us7.list-manage.com\/track\/click?u%3Dafffa58af0d1d42fee9a20e55%26id%3Deb6e95c26b%26e%3D0a97a8055b&amp;source=gmail&amp;ust=1718818949931000&amp;usg=AOvVaw1qk75Rf_tFwnOPH8U6J3vo\">California Truth and Healing Council<\/a>. Through collaborative and consultative work of the Council, the Governor\u2019s Office of Tribal affairs, and tribes across the state, the state has developed a number of programs and initiatives, including:<\/p>\n<ul>\n<li dir=\"ltr\" aria-level=\"1\">\n<p dir=\"ltr\" role=\"presentation\">The state\u2019s ambitious goal to\u00a0<a href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=0388d80da3&amp;e=0a97a8055b\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/mclist.us7.list-manage.com\/track\/click?u%3Dafffa58af0d1d42fee9a20e55%26id%3D0388d80da3%26e%3D0a97a8055b&amp;source=gmail&amp;ust=1718818949931000&amp;usg=AOvVaw3cqdD4NT7hO0DGVCGleu_l\">conserve 30% of lands and coastal waters by 2030<\/a>, also known as the 30 x 30 initiative, with a core commitment to strengthening tribal partnerships;<\/p>\n<\/li>\n<li dir=\"ltr\" aria-level=\"1\">\n<p dir=\"ltr\" role=\"presentation\">The\u00a0<a href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=cbd73069db&amp;e=0a97a8055b\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/mclist.us7.list-manage.com\/track\/click?u%3Dafffa58af0d1d42fee9a20e55%26id%3Dcbd73069db%26e%3D0a97a8055b&amp;source=gmail&amp;ust=1718818949931000&amp;usg=AOvVaw1pDiURRDd3XIRbXG4G_3XX\">Tribal Nature-Based Solutions grant program<\/a>, which builds on the Governor\u2019s\u00a0<a href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=cfca5fbd50&amp;e=0a97a8055b\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/mclist.us7.list-manage.com\/track\/click?u%3Dafffa58af0d1d42fee9a20e55%26id%3Dcfca5fbd50%26e%3D0a97a8055b&amp;source=gmail&amp;ust=1718818949931000&amp;usg=AOvVaw22rvhFOpVSP42A7zBKCpY8\">direction<\/a>\u00a0for state entities to work cooperatively with California Native American tribes in returning ancestral lands in excess of state needs to tribal ownership, and support California tribes\u2019 co-management of and access to natural lands within a California tribe\u2019s ancestral land.<\/p>\n<\/li>\n<li dir=\"ltr\" aria-level=\"1\">\n<p dir=\"ltr\" role=\"presentation\">The\u00a0<a href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=f8ebd53304&amp;e=0a97a8055b\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/mclist.us7.list-manage.com\/track\/click?u%3Dafffa58af0d1d42fee9a20e55%26id%3Df8ebd53304%26e%3D0a97a8055b&amp;source=gmail&amp;ust=1718818949931000&amp;usg=AOvVaw25NRhAUs34x0wmU9-fG3eW\">California Department of Parks and Recreation\u2019s Tribal Memoranda of Understanding (MOU) Program<\/a>, which establishes agreements with tribes to ensure access and, in some cases, co-management of cultural and natural resources of concern or interest to the tribes within state parks. One such MOU led to the development of a Joint Powers Agreement, in partnership with the Yurok Tribe\u00a0<a href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=360d56e80e&amp;e=0a97a8055b\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/mclist.us7.list-manage.com\/track\/click?u%3Dafffa58af0d1d42fee9a20e55%26id%3D360d56e80e%26e%3D0a97a8055b&amp;source=gmail&amp;ust=1718818949931000&amp;usg=AOvVaw3OBU5sio3omxgnCRBzPhYv\">to reopen the Chah-pekw O\u2019 Ket\u2019-toh \u201cStone Lagoon\u201d Visitor Center<\/a>\u00a0as the first tribally operated visitor center within the State Park system.<\/p>\n<\/li>\n<\/ul>\n<p dir=\"ltr\">\u201cWe are proud to support the return of Shasta Indian Nation&#8217;s homelands on the fifth anniversary of Governor Newsom&#8217;s historic apology to all California Native people for the state&#8217;s early destruction of Native homelands, people and lifeways,\u201d said<strong>\u00a0Tribal Affairs Secretary Christina Snider-Ashtari.<\/strong>\u00a0\u201cWe will continue in this work of healing throughout the state by supporting similar restorative efforts and look forward to recommendations from the California Truth &amp; Healing Council&#8217;s final report next year.\u201d<\/p>\n<p dir=\"ltr\">This historic transfer marks significant progress in the state\u2019s efforts to return ancestral and culturally significant land to tribes across the state.<\/p>\n<p dir=\"ltr\">Earlier this year, the California Department of Fish and Wildlife (CDFW)\u00a0<a href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=3cf9043ee0&amp;e=0a97a8055b\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/mclist.us7.list-manage.com\/track\/click?u%3Dafffa58af0d1d42fee9a20e55%26id%3D3cf9043ee0%26e%3D0a97a8055b&amp;source=gmail&amp;ust=1718818949931000&amp;usg=AOvVaw1nY8O1Hs9v9PZ9UY_0rUEl\">transferred<\/a>\u00a0over 40 acres of the Mount Whitney Fish Hatchery to the Fort Independence Indian Community, marking CDFW\u2019s first-ever land return to a California tribe. Additionally, through the Coachella Valley Mountains Conservancy, the state\u00a0<a href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=f0e09b609d&amp;e=0a97a8055b\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/mclist.us7.list-manage.com\/track\/click?u%3Dafffa58af0d1d42fee9a20e55%26id%3Df0e09b609d%26e%3D0a97a8055b&amp;source=gmail&amp;ust=1718818949931000&amp;usg=AOvVaw1_Slq7Dw719S0bYuBzB1eC\">supported the return<\/a>\u00a0of 417 acres of land to the Agua Caliente Band of Cahuilla Indians.<\/p>\n<p dir=\"ltr\">Through the Newsom administration\u2019s Tribal Nature-Based Solutions grant program, the state awarded $107.7 million to fund 34 projects and support the return of approximately 49,345 acres of land to California Native American tribes, including:<\/p>\n<ul>\n<li dir=\"ltr\" aria-level=\"1\">\n<p dir=\"ltr\" role=\"presentation\">The\u00a0<a href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=97ce9590e9&amp;e=0a97a8055b\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/mclist.us7.list-manage.com\/track\/click?u%3Dafffa58af0d1d42fee9a20e55%26id%3D97ce9590e9%26e%3D0a97a8055b&amp;source=gmail&amp;ust=1718818949931000&amp;usg=AOvVaw1njoSrQOZ_zCn6AkNUUEn-\">Hoopa Valley Tribe<\/a><a href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=f1c41b63d3&amp;e=0a97a8055b\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/mclist.us7.list-manage.com\/track\/click?u%3Dafffa58af0d1d42fee9a20e55%26id%3Df1c41b63d3%26e%3D0a97a8055b&amp;source=gmail&amp;ust=1718818949931000&amp;usg=AOvVaw3DlpTukdB7-5KwZjqfUSRp\">\u2019s<\/a>\u00a0acquisition of 10,395 acres of forested property, returning Hupa Mountain to tribal stewardship.<\/p>\n<\/li>\n<li dir=\"ltr\" aria-level=\"1\">\n<p dir=\"ltr\" role=\"presentation\">The Tule River Tribe\u2019s acquisition of 14,672 acres of land to support tribal environmental and species conservation.<\/p>\n<\/li>\n<li dir=\"ltr\" aria-level=\"1\">\n<p dir=\"ltr\" role=\"presentation\">The Owens Valley Indian Water Commission\u2019s acquisition of 158 acres of Hogback Ranch, and supporting land care, ceremonial work, and agricultural development.<\/p>\n<\/li>\n<li dir=\"ltr\" aria-level=\"1\">\n<p dir=\"ltr\" role=\"presentation\">The Iipay Nation of Santa Ysabel\u2019s acquisition of 1,100 acres, to support the Tribe\u2019s environmental and cultural priorities.<\/p>\n<\/li>\n<\/ul>\n<p dir=\"ltr\">As part of similar, larger efforts to help mitigate the impacts of\u00a0<a href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=0eed299ec6&amp;e=0a97a8055b\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/mclist.us7.list-manage.com\/track\/click?u%3Dafffa58af0d1d42fee9a20e55%26id%3D0eed299ec6%26e%3D0a97a8055b&amp;source=gmail&amp;ust=1718818949931000&amp;usg=AOvVaw2m5SvYbqg8iSZdVtQd4DBN\">wildfires<\/a>,\u00a0<a href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=2f8229f503&amp;e=0a97a8055b\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/mclist.us7.list-manage.com\/track\/click?u%3Dafffa58af0d1d42fee9a20e55%26id%3D2f8229f503%26e%3D0a97a8055b&amp;source=gmail&amp;ust=1718818949931000&amp;usg=AOvVaw1yrlMd0ySq_ja0LG-SG44T\">climate change<\/a>\u00a0and drought, the state is working with tribes on the\u00a0<a href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=d88bf47f41&amp;e=0a97a8055b\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/mclist.us7.list-manage.com\/track\/click?u%3Dafffa58af0d1d42fee9a20e55%26id%3Dd88bf47f41%26e%3D0a97a8055b&amp;source=gmail&amp;ust=1718818949931000&amp;usg=AOvVaw2nD_337kg535qso9i1Lm90\">Beaver Restoration Program<\/a>.
