J-D-R-M-<\/em><\/a>\u00a0\u2014 reviving major restrictions on gender-based asylum claims under the first Trump administration that the Biden administration had rolled back.<\/p>\n<p>Meanwhile, the ongoing threat of Immigration and Customs Enforcement (ICE) raids nationwide has created an overwhelming climate of fear, leading many immigrant survivors to avoid reporting their abuse or seeking help at all.<\/p>\n<figure class=\"wp-block-embed wp-embed-aspect-16-9 wp-has-aspect-ratio  is-type-video is-provider-youtube wp-block-embed-youtube\">\n<div class=\"wp-block-embed__wrapper video-seo-youtube-embed-wrapper\">\n<div class=\"video-seo-youtube-player\" data-id=\"No893voXZ0o\">\n<div class=\"video-seo-youtube-embed-loader\" tabindex=\"0\" role=\"button\" data-id=\"No893voXZ0o\" aria-label=\"Load YouTube video\"><picture class=\"video-seo-youtube-picture\"><source class=\"video-seo-source-to-maybe-replace\" srcset=\"https:\/\/i.ytimg.com\/vi\/No893voXZ0o\/maxresdefault.jpg\" media=\"(min-width: 801px)\" \/><source class=\"video-seo-source-hq\" srcset=\"https:\/\/i.ytimg.com\/vi\/No893voXZ0o\/hqdefault.jpg\" media=\"(max-width: 800px)\" \/><img loading=\"lazy\" decoding=\"async\" class=\"td-animation-stack-type0-2\" src=\"https:\/\/i.ytimg.com\/vi\/No893voXZ0o\/hqdefault.jpg\" alt=\"\" width=\"480\" height=\"360\" \/><\/picture>\n<div class=\"video-seo-youtube-player-play\"><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/figure>\n<h2 id=\"h-the-silence-is-not-safety\" class=\"wp-block-heading\">\u2018The silence is not safety\u2019<\/h2>\n<p>\u201cAfter the ICE raids began, complaints of discrimination and hate dropped in LA County by about one-third \u2014 not because incidents were down, but because people were afraid to report them. And now we see a similar pattern with reporting domestic violence,\u201d said Carmen McDonald, executive director of the LA-based Survivor Justice Center (SJC), at a Friday, September 12 American Community Media briefing.<\/p>\n<p>\u201cWe\u2019ve lost complete contact with one of our clients. She asked us to cancel her restraining order and to close her case with our office and we cannot locate her,\u201d she continued. \u201cWe have had clients tell us they\u2019re skipping critical medical appointments. One client didn\u2019t want to go to a dialysis appointment that was located near a Home Depot \u2026 They don\u2019t want to go on public transport. They don\u2019t want to go to the DMV to renew an ID card \u2026 The silence is not safety, it\u2019s danger.\u201d<\/p>\n<p>Although SJC has since moved many of its in-person clinics and meetings online, McDonald said many of her clients, of whom 70% are immigrants, \u201care afraid to even report to law enforcement unrelated issues. We\u2019ve had a client who was in a car accident that didn\u2019t want the police to come. Another person told us they were pulled over and wanted to say at that moment to the police, \u2018My abuser has sexually assaulted me and has weapons at home,\u2019 but was afraid to continue any interaction with the officer.\u201d<\/p>\n<p>Juana Padilla, a client who sought help from SJC in this climate of fear and received a green card and medical treatment for her child through a VAWA self-petition, urged other survivors not to stay silent.<\/p>\n<p>\u201cI was afraid to ask, to even say that I was abused,\u201d she said. \u201cEspecially when your husband is an ex-military, they put in your head that you have no one \u2026 since I have no family here in the country, I went back to Mexico for six years. I took my kids, and I came back here because he could have had my kids, and I have the opportunity to start all over. And that\u2019s when I found them. They gave me all the tools right away.\u201d<\/p>\n<p>\u201cI have a little one that was born in Mexico, and they helped me with her,\u201d Padilla added. \u201cShe has a condition that needs to be treated, and my fear was that if I don\u2019t get my status here \u2026 with this administration, I was afraid that they\u2019re gonna send me back, and my little one is not gonna get treatment. But thank God, we got it. They made a miracle.\u201d<\/p>\n<figure class=\"wp-block-embed wp-embed-aspect-16-9 wp-has-aspect-ratio  is-type-video is-provider-youtube wp-block-embed-youtube\">\n<div class=\"wp-block-embed__wrapper video-seo-youtube-embed-wrapper\">\n<div class=\"video-seo-youtube-player\" data-id=\"R6i1II_4oUI\">\n<div class=\"video-seo-youtube-embed-loader\" tabindex=\"0\" role=\"button\" data-id=\"R6i1II_4oUI\" aria-label=\"Load YouTube video\"><picture class=\"video-seo-youtube-picture\"><source class=\"video-seo-source-to-maybe-replace\" srcset=\"https:\/\/i.ytimg.com\/vi\/R6i1II_4oUI\/maxresdefault.jpg\" media=\"(min-width: 801px)\" \/><source class=\"video-seo-source-hq\" srcset=\"https:\/\/i.ytimg.com\/vi\/R6i1II_4oUI\/hqdefault.jpg\" media=\"(max-width: 800px)\" \/><img loading=\"lazy\" decoding=\"async\" class=\"td-animation-stack-type0-2\" src=\"https:\/\/i.ytimg.com\/vi\/R6i1II_4oUI\/hqdefault.jpg\" alt=\"\" width=\"480\" height=\"360\" \/><\/picture>\n<div class=\"video-seo-youtube-player-play\"><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/figure>\n<h2 id=\"h-roadblocks-to-relief\" class=\"wp-block-heading\">\u2018Roadblocks to relief\u2019<\/h2>\n<p>Patima Komolamit, executive director of Center for the Pacific Asian Family (CPAF), said that federal DEI funding cuts to gender-based violence nonprofits like hers, however, are making it harder than ever to providing this support.<\/p>\n<p>Alongside a multilingual crisis hotline, CPAF operates an emergency shelter program, two transitional shelter programs, a youth prevention program and crisis intervention services in LA.<\/p>\n<p>\u201cWe have to not only contend with limited funding, but also the trauma and \u2026 vulnerability that immigrant survivors face because of their limited English proficiency, their lack of employment history within the U.S. and oftentimes the exploitative use of immigration status as a means to further abuse both the survivors and their children,\u201d Komolamit explained.<\/p>\n<figure class=\"wp-block-embed wp-embed-aspect-16-9 wp-has-aspect-ratio  is-type-video is-provider-youtube wp-block-embed-youtube\">\n<div class=\"wp-block-embed__wrapper video-seo-youtube-embed-wrapper\">\n<div class=\"video-seo-youtube-player\" data-id=\"fZ0YVRTJOa0\">\n<div class=\"video-seo-youtube-embed-loader\" tabindex=\"0\" role=\"button\" data-id=\"fZ0YVRTJOa0\" aria-label=\"Load YouTube video\"><picture class=\"video-seo-youtube-picture\"><source class=\"video-seo-source-to-maybe-replace\" srcset=\"https:\/\/i.ytimg.com\/vi\/fZ0YVRTJOa0\/maxresdefault.jpg\" media=\"(min-width: 801px)\" \/><source class=\"video-seo-source-hq\" srcset=\"https:\/\/i.ytimg.com\/vi\/fZ0YVRTJOa0\/hqdefault.jpg\" media=\"(max-width: 800px)\" \/><img loading=\"lazy\" decoding=\"async\" class=\"td-animation-stack-type0-2\" src=\"https:\/\/i.ytimg.com\/vi\/fZ0YVRTJOa0\/hqdefault.jpg\" alt=\"\" width=\"480\" height=\"360\" \/><\/picture>\n<div class=\"video-seo-youtube-player-play\"><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/figure>\n<p>Morgan Weibel, director of client advocacy and legal services at the national nonprofit Tahirih Justice Center (TJC), said that recently heightened federal requirements for U visa and WAVA application have only worsened this vulnerability.<\/p>\n<p>\u201cThe entire premise of these visas was to create safety for survivors to come forward, report and cooperate in the prosecution of those violent crimes,\u201d she added. \u201cBut the administration continues to erode that sense of safety right now by insisting that all law enforcement carry out immigration actions.\u201d<\/p>\n<p>\u201cEarly on in the administration, they eliminated previous guidance that exempted survivors from enforcement actions, so now a VAWA applicant, and even someone with an approved VAWA application, can be detained and\u00a0<a href=\"https:\/\/mappingdeportations.com\/\">deported<\/a>,\u201d Weibel continued.<\/p>\n<p>\u201cThey also changed the process of what happens when a VAWA or U visa is denied.
