Horvath to implement key recommendations from the McChrystal Group\u2019s independent\u00a0<a href=\"https:\/\/links-1.govdelivery.com\/CL0\/https:%2F%2Flacounty.gov%2Faar%2F%3Futm_content=%26utm_medium=email%26utm_name=%26utm_source=govdelivery%26utm_term=\/1\/010001999c68de4c-af1bc778-56fc-4ccf-9a77-1338592db42d-000000\/Cc3CeRRMJcd7yA2_b6clpEJLe3Bt0S7LZKo2GjJtH7w=425\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/links-1.govdelivery.com\/CL0\/https:%252F%252Flacounty.gov%252Faar%252F%253Futm_content%3D%2526utm_medium%3Demail%2526utm_name%3D%2526utm_source%3Dgovdelivery%2526utm_term%3D\/1\/010001999c68de4c-af1bc778-56fc-4ccf-9a77-1338592db42d-000000\/Cc3CeRRMJcd7yA2_b6clpEJLe3Bt0S7LZKo2GjJtH7w%3D425&amp;source=gmail&amp;ust=1759352372354000&amp;usg=AOvVaw0hbs-4JAykCZ3oVcfs3CUE\">After-Action Report<\/a>\u00a0on the January 2025 Eaton and Palisades Fires.<\/p>\n<p align=\"left\">The report, commissioned to evaluate the County\u2019s evacuation policies and alert systems, identified five critical areas for improvement:<\/p>\n<ul>\n<li><strong>Policies, Protocols, and Authority<\/strong>\u00a0\u2013 Updating policies and County Code to clarify decision-making responsibilities for issuing evacuation warnings and orders.<\/li>\n<li><strong>Training and Planning<\/strong>\u00a0\u2013 Standardizing and enhancing evacuation-specific training for all County departments and partner agencies.<\/li>\n<li><strong>Resource Management<\/strong>\u00a0\u2013 Restructuring and increasing staffing for the Office of Emergency Management strengthen its capacity to manage large-scale emergencies.<\/li>\n<li><strong>Situational Awareness and Interoperability<\/strong>\u00a0\u2013 Modernizing technology systems and integrating communications under a unified platform, called LA-RICS.<\/li>\n<li><strong>Community Engagement and Public Information<\/strong>\u00a0\u2013 Launching robust and consistent public education campaigns to increase community preparedness.<\/li>\n<\/ul>\n<p align=\"left\">Additionally, the Board directed the Chief Executive Office to provide a 60-day feasibility and fiscal impact report on restructuring the County\u2019s Office of Emergency Management to ensure it has the autonomy and authority to coordinate countywide emergency management effectively.<\/p>\n<p align=\"left\"><strong>Los Angeles County Board of Supervisors Chair Kathryn Barger<\/strong>\u00a0emphasized her commitment to turning lessons learned into concrete and swift action. \u201cThe Eaton and Palisades Fires revealed critical gaps that must be closed to protect our residents in the face of worsening wildfires,\u201d Supervisor Barger stated. \u201cBy implementing these recommendations, we are strengthening coordination, improving communication, and building a more resilient County. My focus is on ensuring that we act quickly and responsibly so that no community feels left behind in an emergency.\u201d<\/p>\n<p align=\"left\">\u201cChange moves at the speed we choose\u2014and when it comes to emergency preparedness, we are choosing urgency,\u201d said\u00a0<strong>Supervisor Lindsey P. Horvath<\/strong>. \u201cTo those who have suffered loss\u2014in Sunset Mesa, Malibu, Topanga, the Palisades, and beyond\u2014we carry your experiences forward as a call for change. Restructuring the Office of Emergency Management into a fully resourced department is the first crucial step to implementing the After Action Report\u2019s recommendations. I am committed to seeing each step through because, as a disaster-prone region, we must learn from every crisis\u2014past and present\u2014and build a system worthy of our communities\u2019 trust.\u201d<\/p>\n<p align=\"left\">Supervisors Barger and Horvath&#8217;s motion directs the Los Angeles County Fire Department, Sheriff\u2019s Department, and the Office of Emergency Management to provide joint progress reports to the Board every 60 to 90 days until all recommendations from the After-Action Report are implemented.<\/p>\n<p align=\"left\">The Board of Supervisors also instructed staff to explore funding sources, including reallocating existing resources, to ensure timely execution of improvements.<\/p>\n<p align=\"left\"><strong>Immediate Actions Already Underway<\/strong><\/p>\n<p align=\"left\">Even before today\u2019s After-Action Report presentation to the Board of Supervisors, Los Angeles County had already begun taking decisive steps to strengthen emergency response.<\/p>\n<p align=\"left\">The Los Angeles County Fire Department has integrated the FireGuard satellite program into its incident command platform and contracted for satellite-enabled hotspot tracking, while also developing an updated Computer Aided Dispatch (CAD) system to improve communication and response times.<\/p>\n<p align=\"left\">The Sheriff\u2019s Department has launched the Citizen Evacuation Tracker, allowing real-time monitoring of evacuation progress, and is updating its CAD system while developing a standardized evacuation training curriculum for all patrol stations.<\/p>\n<p align=\"left\">Meanwhile, the Office of Emergency Management has started issuing evacuation warnings to zones adjacent to those under evacuation orders, giving residents more time to prepare, and has expanded staff training on the Genasys Alert system\u2013enhancing readiness for Incident Command Agency Representatives.<\/p>\n<p align=\"left\">Together, these proactive measures underscore Los Angeles County\u2019s commitment to putting the lessons of the After-Action Report into immediate action and strengthening emergency preparedness across all communities.<\/p>\n<p align=\"left\">The Eaton and Palisades Fires claimed 31 lives, destroyed more than 16,000 structures, and scorched nearly 37,000 acres, making them the most destructive in County history.
