SAN FRANCISCO \u2013<\/strong>\u00a0As President Trump in recent days said he would send the National Guard into San Francisco, California will hit back to block Trump\u2019s illegal use of the military against our civilian population from spreading to the streets of San Francisco. Governor Gavin Newsom and Attorney General Rob Bonta today announced the state will file a lawsuit immediately if the President breaks the law again by sending federalized members of the military to San Francisco.\u00a0<\/span><\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n\n\n\n

\u201cWe\u2019re a nation of laws and accountability \u2014 not a nation that turns a blind eye to abuse of power. Donald Trump, himself a convicted felon who pardoned felons convicted of assaulting federal law enforcement officers, is misleading the public with his false narrative that America, and especially California, is some lawless wasteland. But California is proving him wrong \u2014 in the courts and on the facts.<\/p>\n

“We don\u2019t bow to kings, and we\u2019re standing up to this wannabe tyrant. The notion that the federal government can deploy troops into our cities with no justification grounded in reality, no oversight, no accountability, no respect for state sovereignty \u2014 it\u2019s a direct assault on the rule of law.<\/p>\n

“We\u2019re drawing a line: California will always defend the Constitution, our people, and our values from authoritarian\u00a0 overreach.\u201d<\/span><\/h4>\n

\u201cThere is no basis to send National Guard troops to San Francisco. No emergency. No rebellion. No invasion. Not even unrest,\u201d\u00a0said Attorney General Bonta<\/strong>. \u201cPresident Trump has long abandoned any pretenses\u00a0for\u00a0the illegal\u00a0federalization and\u00a0deployment of\u00a0California\u2019s National Guard. He does not care about satisfying the conditions of the law; he cares about himself, and he cares about power. Trump has made no secret of his intentions: To use our National Guard as his own Royal Army and our cities as a training ground\u00a0for\u00a0the military.\u00a0This is outrageous, indefensible\u2014and most importantly illegal. San Francisco may be the President\u2019s latest target, but California is no stranger to the President\u2019s political games and unconstitutional tactics. We\u2019re ready to go to court immediately if the President follows through on this latest illegal plan.\u201d<\/p>\n

Trump\u2019s off his rocker<\/h2>\n

In recent weeks, Trump has publicly stated his intention to unlawfully send in the National Guard to San Francisco, including saying on\u00a0October 19<\/a>\u00a0that \u201cthey want us in San Francisco,\u201d and on\u00a0October 15<\/a>\u00a0\u201cstrongly recommending at the request of government officials, which is always nice, that you start looking at San Francisco\u201d to deploy the military.<\/p>\n

In fact, community partners and local leaders have vehemently disagreed with the President and have said no to this domestic military intervention in the city\u00a0 \u2013\u00a0public safety is up and crime is down<\/a>\u00a0all because of significant investments and meaningful partnerships between state and local leaders. In an apparent senior moment, the President seems to have confused a business leader, who has since completely walked back his comments, with government officials.<\/p>\n

Since the deployment of soldiers to Los Angeles in June, the federal government has shifted their reasoning and broadened their mission, dispatching hundreds of guardsmen beyond Los Angeles to Portland and Chicago.<\/p>\n

Ultimately, their presence in other states means that there is truly no need for their federalization in Los Angeles as they are not even around to protect California from any \u201clawlessness.\u201d The federal government has now renewed these California guardsmembers federalization to at least February 2026.<\/p>\n

California takes care of its own communities<\/h2>\n

Local officials do not want the National Guard in San Francisco, even if Donald Trump has convinced himself otherwise.<\/p>\n

The truth is that Donald Trump hates California\u2019s progress. California\u2019s partnership with local communities, especially in San Francisco, has helped reduce crime and increase public safety by seizing illicit drugs and firearms off the streets. With crime dropping statewide, the Governor announced the next phase of his crime-fighting efforts in July \u2014 deploying new California Highway Patrol (CHP) crime suppression teams to work directly with local law enforcement in major cities and regions across the state \u2014 San Diego, Inland Empire, Los Angeles, Central Valley, Sacramento, and the San Francisco Bay Area.<\/p>\n

Specifically in the Bay Area, CHP has helped local law enforcement make an estimated 200 arrests, recover 500 stolen vehicles, and seize 30 illicit firearms since expanding the state\u2019s partnership crime-fighting efforts. These numbers include the statewide total of more than 950 arrests, over 550 stolen vehicles recovered, and nearly 60 illegal firearms seized across the various regions so far this year.<\/p>\n

The work these officers do together every day is all in service to their communities and to improve safety overall. In 2023, the state began working with local communities to target fentanyl trafficking, disrupting the supply of the deadly drug in the city, and holding the operators of drug trafficking rings accountable. Through\u00a0collaborative efforts<\/a>\u00a0between the California Department of Justice, the California Highway Patrol, the California National Guard, the San Francisco Police Department, and the San Francisco District Attorney\u2019s Office, officials seized nearly 700 pounds of fentanyl and CHP issued 6,200+ citations for illegal activity, made 500+ arrests, and recovered 115+ stolen vehicles.<\/p>\n

California has\u00a0invested $1.7 billion<\/a>\u00a0since 2019 to fight crime, help local governments hire more police, and improve public safety. In 2023, as part of California\u2019s\u00a0Public Safety Plan<\/a>, the Governor announced the\u00a0largest-ever<\/a>\u00a0investment to combat organized retail crime in state history, an annual\u00a0310%<\/a>\u00a0increase in proactive operations targeting organized retail crime, and\u00a0special<\/a>\u00a0operations\u00a0<\/a>across<\/a>\u00a0the state to fight crime and improve public safety.<\/p>\n

In August, Governor Newsom signed into law\u00a0the most significant bipartisan legislation to crack down on property crime in modern California history.<\/a>\u00a0Building on the state\u2019s robust laws and record public safety funding, these bipartisan bills offer new tools to bolster ongoing efforts to hold criminals accountable for smash-and-grab robberies, property crime, retail theft, and auto burglaries. While California\u2019s crime rate remains at near-historic lows, these laws help California adapt to evolving criminal tactics to ensure perpetrators are effectively held accountable.<\/p>\n

Don\u2019t let Trump make you think otherwise, crime is down in San Francisco<\/h2>\n

According to the\u00a0Major Cities Chiefs Association<\/a>, overall violent crime in major California cities is down 12.5% in 2025 compared to 2024. The largest overall declines in violent crime were reported by the police departments in Oakland (30%) and San Francisco (22%).<\/p>\n

According to another\u00a0data set\u00a0<\/a>released by the California Department of Justice, nearly every major crime category, including violent crime and homicides, dropped in 2024.<\/p>\n

The results in California\u2019s major Bay Area cities cross over into overall success for the state as California\u2019s 2024 homicide rate is now the second lowest it has been since at least 1966.<\/p>\n

And when comparing crime rates in San Francisco before the COVID-induced crime surge,\u00a0between 2019 and 2025<\/a>, there has been a 45% decrease in homicides and 40% decrease in robberies.<\/p>\n

Update on cross-country legal actions<\/h2>\n

While the litigation is ongoing \u2013 and the Ninth Circuit will hear arguments on Wednesday in an appeal from the trial judge\u2019s order blocking the federalization and deployment of the Guard.<\/p>\n
