Solis, co-authored by Supervisor Lindsey P. Horvath, to safeguard access to Medi-Cal and CalFresh for hundreds of thousands of County residents at risk of losing benefits due to new federal work requirements.<\/p>\n<div>\n<p align=\"left\">The motion comes in response to H.R. 1, a federal budget reconciliation package backed by congressional Republicans and signed into law by President Donald Trump on July 4. The law enacts sweeping changes to public assistance programs, including the implementation of work requirements for individuals receiving Medi-Cal through the Affordable Care Act expansion and for those enrolled in CalFresh. The policy changes expand the age range of so-called \u201cable-bodied adults\u201d subject to work requirements, include new categories of impacted individuals such as veterans, former foster youth and people experiencing homelessness, and place additional administrative burdens on recipients and local agencies.<\/p>\n<\/div>\n<div>\n<p align=\"left\">According to the County\u2019s estimates, as many as 1.5 million Medi-Cal beneficiaries could be at risk of losing coverage when the work requirements take effect Jan. 1, 2027. For CalFresh, approximately 202,000 individuals, more than double the current number, will be required to meet work requirements beginning Feb. 1, 2026.<\/p>\n<\/div>\n<div>\n<p align=\"left\">\u201cWe are staring down a looming crisis that could tear apart the safety net for hundreds of thousands of Los Angeles County residents,\u201d\u00a0<strong>said Chair Pro Tem Solis.<\/strong>\u00a0\u201cWith the passage of H.R. 1, our most vulnerable neighbors, including working families, veterans, former foster youth, people experiencing homelessness and individuals with serious underlying health conditions, are now at risk of losing access to the basic support systems they rely on. We cannot let that happen. This motion is about acting early and making sure Angelenos are not left behind. We are investing now in the infrastructure, partnerships and outreach necessary to ensure our communities are informed, connected and better able to keep their coverage.\u201d<\/p>\n<p align=\"left\">\u201cHR 1 puts millions of Angelenos at risk of losing critical food and health benefits. We have a responsibility to reduce that harm \u2014 by expanding access to support, minimizing barriers, and making sure people understand what\u2019s changing,\u201d\u00a0<strong>said Supervisor Lindsey P. Horvath<\/strong>. \u201cThis motion strengthens the County\u2019s coordinated response to protect our most vulnerable residents and ensure they can maintain the care and resources they rely on.\u201d<\/p>\n<\/div>\n<div>\n<p align=\"left\">The motion directs the County\u2019s Department of Public Social Services, in collaboration with several other County departments and community partners, to begin immediate preparations to ensure that impacted residents can meet the new requirements without losing access to vital health care and nutrition assistance.<\/p>\n<\/div>\n<div>\n<p align=\"left\">The motion also calls for the expansion of workfare and volunteer opportunities across County departments and through community-based organizations. In alignment with this effort, the motion directs departments to prepare for the development of a coordinated verification system to track work and volunteer participation, exemptions, and eligibility across both Medi-Cal and CalFresh programs.
