Both were shot by federal immigration agents during protests in Minneapolis.<\/p>\n<p>In both cases, the Trump administration defended the killing as self-defense by the agent. Officials also denied state investigators access to the shooting scene.<\/p>\n<p>\u201cThe killing of Ren\u00e9e Nicole Good illustrated what we have been saying all along: The attacks on immigrants are the tip of the spear on attacks on all Americans. This mass deportation agenda, as much as this administration had said it will only target \u2018criminals\u2019 \u2014 we are now seeing in real time that they are affecting everyone, noncitizen and citizen alike,\u201d said Vanessa C\u00e1rdenas, executive director of\u00a0<a href=\"https:\/\/americasvoice.org\/\">America\u00b4s Voice<\/a>, at an American Community Media\u00a0<a href=\"https:\/\/americancommunitymedia.org\/media-briefings\/as-risks-escalate-wave-of-community-resistance-to-ice-enforcement-spreads\/\">briefing<\/a>\u00a0held one day before Pretti\u2019s shooting amid widespread protests.<\/p>\n<h2 id=\"h-metro-surge\" class=\"wp-block-heading\"><strong>Metro Surge<\/strong><\/h2>\n<p>The ongoing protests are in response to Operation Metro Surge. The Department of Homeland Security (DHS) has called it \u201cthe largest immigration enforcement operation ever carried out,\u201d involving the arrest of over 3,000 people.<\/p>\n<p>The operation also involved the largest deployment of federal immigration agents in history. Some 3,000 Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP) agents are now operating in Minneapolis. That number is five times the size of the Minneapolis Police Department, which has about 600 officers.<\/p>\n<figure class=\"wp-block-embed wp-embed-aspect-16-9 wp-has-aspect-ratio  is-type-video is-provider-youtube wp-block-embed-youtube\">\n<div class=\"wp-block-embed__wrapper video-seo-youtube-embed-wrapper\">\n<div class=\"video-seo-youtube-player\" data-id=\"4U1Zf5voHeI\">\n<div class=\"video-seo-youtube-embed-loader\" tabindex=\"0\" role=\"button\" data-id=\"4U1Zf5voHeI\" aria-label=\"Load YouTube video\"><picture class=\"video-seo-youtube-picture\"><source class=\"video-seo-source-to-maybe-replace\" srcset=\"https:\/\/i.ytimg.com\/vi\/4U1Zf5voHeI\/maxresdefault.jpg\" media=\"(min-width: 801px)\" \/><source class=\"video-seo-source-hq\" srcset=\"https:\/\/i.ytimg.com\/vi\/4U1Zf5voHeI\/hqdefault.jpg\" media=\"(max-width: 800px)\" \/><img loading=\"lazy\" decoding=\"async\" class=\"td-animation-stack-type0-2\" src=\"https:\/\/i.ytimg.com\/vi\/4U1Zf5voHeI\/hqdefault.jpg\" alt=\"\" width=\"480\" height=\"360\" \/><\/picture>\n<div class=\"video-seo-youtube-player-play\"><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/figure>\n<p><em>Vanessa C\u00e1rdenas, executive director of America\u2019s Voice, discusses public reaction to ICE deployment in Minnesota, the fatalities that have ensued, and how these impact political opinions.<\/em><\/p>\n<p>\u201cAmericans are seeing in real time what an [immigration] enforcement-only agenda looks like, and they\u2019re recoiling from it,\u201d said C\u00e1rdenas. \u201cBut even though most Americans reject what ICE is doing, that does not mean they support Democrat solutions for reforms \u2026 That\u2019s why we have to navigate this moment carefully in terms of bringing people into our coalition.\u201d<\/p>\n<h2 id=\"h-public-outcry\" class=\"wp-block-heading\"><strong>Public outcry<\/strong><\/h2>\n<p>Immigration enforcement, and subsequent clashes between protesters and federal agents, is fracturing even Republican support for the administration\u2019s actions.<\/p>\n<p><a href=\"https:\/\/today.yougov.com\/politics\/articles\/53939-more-americans-support-than-oppose-abolishing-ice-immigration-minneapolis-shooting-poll\">A YouGov poll<\/a>\u00a0conducted a day after Pretti\u2019s shooting found that \u201cMore Americans support than oppose abolishing ICE (46% vs. 41%).\u201d A majority (57%) also \u201csomewhat or strongly disapprove of the way ICE is handling its job. Only 37% approve.\u201d<\/p>\n<p>Meanwhile, a new POLITICO poll shows that one in five voters who backed Trump in 2024 say the mass deportation campaign is too aggressive.\u00a0Moreover, 41% of Trump voters say that while they support the administration\u2019s immigration enforcement goals, they disapprove of how the president is implementing it.<\/p>\n<figure class=\"wp-block-embed wp-embed-aspect-16-9 wp-has-aspect-ratio  is-type-video is-provider-youtube wp-block-embed-youtube\">\n<div class=\"wp-block-embed__wrapper video-seo-youtube-embed-wrapper\">\n<div class=\"video-seo-youtube-player\" data-id=\"VlDC8hQd0_I\">\n<div class=\"video-seo-youtube-embed-loader\" tabindex=\"0\" role=\"button\" data-id=\"VlDC8hQd0_I\" aria-label=\"Load YouTube video\"><picture class=\"video-seo-youtube-picture\"><source class=\"video-seo-source-to-maybe-replace\" srcset=\"https:\/\/i.ytimg.com\/vi\/VlDC8hQd0_I\/maxresdefault.jpg\" media=\"(min-width: 801px)\" \/><source class=\"video-seo-source-hq\" srcset=\"https:\/\/i.ytimg.com\/vi\/VlDC8hQd0_I\/hqdefault.jpg\" media=\"(max-width: 800px)\" \/><img loading=\"lazy\" decoding=\"async\" class=\"td-animation-stack-type0-2\" src=\"https:\/\/i.ytimg.com\/vi\/VlDC8hQd0_I\/hqdefault.jpg\" alt=\"\" width=\"480\" height=\"360\" \/><\/picture>\n<div class=\"video-seo-youtube-player-play\"><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/figure>\n<p><em>Ann Garcia, staff attorney at the National Immigration Project, explains the Trump administration\u2019s directive on political dissent and how it could lead to state repression.<\/em><\/p>\n<h2 id=\"h-legal-tussles\" class=\"wp-block-heading\"><strong>Legal tussles<\/strong><\/h2>\n<p>The class-action and\u00a0<a href=\"https:\/\/www.reuters.com\/legal\/government\/us-state-lawmakers-push-allow-lawsuits-against-ice-agents-2026-01-28\/\">state lawsuits<\/a>\u00a0that have emerged to stop the immigration enforcement surge \u201cshow a dynamic where district courts are ruling in favor of plaintiffs on injunctions, which are just pauses, only to have circuit courts roll back those pauses,\u201d said Ann Garcia, staff attorney for the<a href=\"https:\/\/nipnlg.org\/\">\u00a0National Immigration Project<\/a>.<\/p>\n<p>On January 26, the Eighth Circuit Court of Appeals\u00a0<a href=\"https:\/\/www.courthousenews.com\/wp-content\/uploads\/2026\/01\/Eighth-circuit-lifts-injunction.pdf\">refused to reinstate<\/a>\u00a0a district judge\u2019s injunction barring federal immigration agents from retaliating against protesters during Operation Metro Surge. The case involved\u00a0<em>Tincher v. Noem<\/em>, filed by the American Civil Liberties Union (ACLU) of Minnesota on December 17, 2025 on behalf of six Minnesota residents.<\/p>\n<p>Five days prior, an internal ICE memo was leaked authorizing agents to forcibly enter homes without a judge\u2019s warrant, but only with an administrative warrant to arrest someone with a final order of removal.<\/p>\n<p>\u201cI imagine that will be challenged. There\u2019s nothing legal about this,\u201d said Garcia. \u201cFor many decades, courts have been abundantly clear on this point. Administrative warrants do not permit the government to enter a home or other private spaces. Only a judicially authorized warrant is valid to enter, search, arrest a person.\u201d<\/p>\n<h2 id=\"h-wider-threats\" class=\"wp-block-heading\"><strong>Wider threats<\/strong><\/h2>\n<p>\u201cIt\u2019s a matter of the politicization of our judiciary,\u201d she added. \u201cPart of the reason that people are galvanized and going into the streets is because they realize that \u2026 at this point, it\u2019s not just the freedoms of immigrant neighbors. Parents and teachers made eye contact and said, \u2018Okay, kids, let\u2019s go,\u2019 and shoveled those kids in a little more quickly.\u201d<\/p>\n<p>Otero is part of a growing network of over 1,000 parents that have built sanctuary school teams in 40 public schools across Minneapolis. The teams are now training parents in other school districts statewide to peacefully ensure kids can safely enter and leave school. They are also offering food, rent aid and transportation to critical appointments for affected families.<\/p>\n<p>\u201cIn Minneapolis and in Minnesota, I have never seen this many people get off the sidelines and take action, doing organizing to keep us safe,\u201d she said. \u201cThe scale of what I\u2019m seeing makes it very clear that whether you were supportive of ICE before or not, this moment is pushing so many more people to take a new step.\u201d<\/p>\n<h2 id=\"h-moral-evaluation\" class=\"wp-block-heading\"><strong>Moral evaluation<\/strong><\/h2>\n<p>\u201cAs lawyers, we would use the language of unconstitutionality. But really that\u2019s just a substitute for the moral evaluation of what\u2019s happening,\u201d said Mark Tushnet, professor emeritus at Harvard Law School.<\/p>\n<p>\u201cOne of the most encouraging things about the current situation is precisely the degree of popular opposition,\u201d he continued. \u201cElected politicians say, \u2018We ran on these programs,\u2019 that \u2018People are behind us\u2019 \u2026 One way of showing it\u2019s wrong is through popular demonstrations and resistance in the street.\u201d<\/p>\n<p>\u201cIt\u2019s not the law in the abstract that solves these problems.
