Solis to raise\u202fthe unpaid rent threshold for\u202fevictions from one month to\u202ftwo months of Fair Market Rent.\u202fHahn&#8217;s proposed ordinance first came before the Board in February. Today&#8217;s second vote grants the motion final approval, with the new ordinance set to go into effect 30 days from today.<\/p>\n<div>\n<p align=\"left\">\u201cThis is a modest but necessary increase,\u201d\u00a0<strong>said Supervisor Hahn.<\/strong>\u00a0\u201cWith this\u202fadditional\u202fmonth, I hope we can give\u00a0renters\u00a0some breathing room while not putting the entire burden on landlords who\u00a0also\u00a0depend on rental income to pay their own bills.\u201d<\/p>\n<\/div>\n<div>\n<p align=\"left\">The County enacted its Rent and Tenant Protections Ordinance in\u202f2022\u202fto stabilize housing, prevent displacement, and reduce the risk of homelessness among renters in unincorporated areas, particularly during periods of economic instability, public emergencies, and housing insecurity.\u202fWith today\u2019s vote, that ordinance is\u00a0modified\u00a0to\u00a0raise the threshold to\u202ftwo months of unpaid\u202f<a href=\"https:\/\/links-1.govdelivery.com\/CL0\/https:%2F%2Fwww.huduser.gov%2Fportal%2Fdatasets%2Ffmr%2Ffmrs%2FFY2026_code%2F2026summary.odn%3Futm_content=%26utm_medium=email%26utm_name=%26utm_source=govdelivery%26utm_term=\/1\/0100019cfd5cbdb8-5392c8de-de6a-4a0d-b424-a45ef82f3b9f-000000\/3KO0b5cdyhKrv-GYMZZ807nu7GCTkgU3574pUC7KOjI=449\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/links-1.govdelivery.com\/CL0\/https:%252F%252Fwww.huduser.gov%252Fportal%252Fdatasets%252Ffmr%252Ffmrs%252FFY2026_code%252F2026summary.odn%253Futm_content%3D%2526utm_medium%3Demail%2526utm_name%3D%2526utm_source%3Dgovdelivery%2526utm_term%3D\/1\/0100019cfd5cbdb8-5392c8de-de6a-4a0d-b424-a45ef82f3b9f-000000\/3KO0b5cdyhKrv-GYMZZ807nu7GCTkgU3574pUC7KOjI%3D449&amp;source=gmail&amp;ust=1773885165671000&amp;usg=AOvVaw1_TcjmBr4MmBlbzMGphGHb\">Fair Market Rent (FMR) as established annually by the US Department of Housing and Urban Development<\/a>.\u202fFMR varies by unit size and ZIP code.<\/p>\n<\/div>\n<div>\n<p align=\"left\">\u201cIn the face of\u202finhumane\u202ffederal actions and ongoing threats to immigrant families, the County\u202fhas taken\u202fconcrete steps to protect renters.\u202fThese are not symbolic gestures, but real action that meets the needs of those\u202fimpacted. Raising the threshold to two months provides important protection against eviction while recognizing that many renters\u202fwill\u202fstill\u202fhave to pay back\u202funpaid rent\u202fto their landlords. These steps ensure renters have real, immediate\u202fprotections\u202fwhile the County continues to use every available tool to help families stay in their homes,\u201d\u00a0<strong>said\u202fLos Angeles County Board Chair and First District Supervisor\u202fHilda L. Solis.<\/strong><\/p>\n<\/div>\n<div>\n<p align=\"left\">Hahn and Solis\u00a0have cited\u00a0the devastating impact of recent federal immigration enforcement actions across Los Angeles County, with some communities experiencing a marked decrease in economic activity in addition to families losing breadwinners, and businesses losing customers and employees.<\/p>\n<\/div>\n<div>\n<p align=\"left\">The ordinance applies to the unincorporated areas which are under Los Angeles County\u2019s direct\u00a0jurisdiction\u00a0and are collectively home to about 1 million residents.<\/p>\n<\/div>\n<div>\n<p align=\"left\">\u201cWhile we are taking action today in the communities under our jurisdiction, every city in LA County can put in place their own tenant protection ordinances and I urge them to follow the county\u2019s lead,\u201d\u00a0<strong>added Hahn.\u00a0\u00a0<\/strong><\/p>\n<\/div>\n<p align=\"left\">This modified ordinance, like other County tenant protection measures, will be enforced by the County&#8217;s Department of Consumer and Business Affairs (DCBA) through its Housing and Tenant Protections bureau. DCBA investigates complaints received from tenants or can initiate proactive investigations. Landlords are also required to provide copies of any Notice of Termination served to tenants as well as proof of service to DCBA.
