HORVATH CHAIRS INAUGURAL PUBLIC FINANCING AUTHORITY MEETING, ADVANCING LONG-TERM RECOVERY AFTER THE JANUARY 2025 PALISADES FIRE"},"content":{"rendered":"<div style=\"text-align: center;\"><strong><span style=\"font-size: large;\"><em>I<\/em><\/span><em>nfrastructure Financing Plan adopted to guide future investment in rebuilding and wildfire resilience<\/em><\/strong>\n<\/div>\n<div><strong>LOS ANGELES, CA\u00a0 July 10, 2026\u00a0<\/strong> \u2014\u00a0\u00a0Today, the newly established Public Financing Authority (PFA) for the Unincorporated Santa Monica Mountains Disaster Recovery Financing District (DRD) held its inaugural meeting, marking a major milestone in Los Angeles County&#8217;s long-term recovery from the Palisades Fire. During the meeting, the Authority selected Supervisor Lindsey P. Horvath to serve as Chair, adopted its bylaws, held a public hearing, and approved the Infrastructure Financing Plan (IFP), which will guide future investments in recovery and resilience.<\/p>\n<p>The Infrastructure Financing Plan establishes a long-term framework for reinvesting future property tax growth generated within the district back into the community\u2014<strong>without raising taxes.\u00a0<\/strong>The DRFD is projected to generate approximately\u00a0<strong>$245 million\u00a0<\/strong>over the next 50 years to support infrastructure improvements, wildfire resilience, community restoration, and rebuilding efforts throughout the unincorporated Santa Monica Mountains.<\/p>\n<p>&#8220;Today&#8217;s meeting marks an important milestone in our recovery. In the absence of federal recovery funding, Los Angeles County is creatively reinvesting local resources to rebuild the roads, infrastructure, and public facilities our communities need,&#8221; said\u00a0<strong>Supervisor Lindsey P. Horvath<\/strong>. &#8220;This Disaster Recovery Financing District lays an important foundation for the long-term recovery from the Palisades Fire. We won&#8217;t stop until every family has the chance to come home, critical infrastructure investments are made, and our communities are stronger and more resilient than before.&#8221;<\/p>\n<p>The adopted plan identifies five priority investment areas: County facility restoration, infrastructure improvements, rebuilding assistance, community restoration, and fire safety and resilience. As recovery progresses, the Public Financing Authority will prioritize projects based on community needs, public input, and project readiness.<\/p>\n<p>The Public Financing Authority includes Supervisor Lindsey P. Horvath, Supervisor Kathryn Barger, Board Chair Hilda L.
