County Invites Service Providers to Submit Proposals to Provide Rapid Re-housing and Case Management Services
$3 Million in Bringing Families Home Funding Released Through Request for Proposals
Los Angeles County, May 7, 2020 – The Los Angeles County Development Authority (LACDA) is pleased to announce the release of a Request for Proposal (RFP) for the Bringing Families Home (BFH) Program. Assembly Bill (AB) 1603 established the BFH Program, which was appropriated through the Budget Act of 2019 to continue and expand funding for BFH. This RFP makes available $3 million of funding to eligible service providers in Los Angeles County. The LACDA has been designated by the Los Angeles County Department of Children and Family Services (DCFS) to develop and administer this RFP and the agreements with the agencies to whom these funds will be awarded. Since implementation of the BFH Program in January 2018, the DCFS and the LACDA, in collaboration with service providers, have successfully served over 300 families and 400 children. The primary focus of the BFH Program is to provide rapid re-housing and case management services to families in the child welfare system who are homeless or facing housing instability. Despite the challenges to locate affordable housing for these vulnerable families in Los Angeles County, the continued success of the program reflects the strong partnership and shared mission to unify families and end homelessness in the community.
In lieu of attending a live mandatory proposers’ conference, service providers interested in submitting a proposal must review a PowerPoint presentation on the key requirements of this RFP and submit an Acknowledgment Form indicating their intent to submit a proposal, no later than May 18, 2020. Proposals will not be accepted from applicants who do not submit an Acknowledgment Form.

The LACDA must receive all proposals electronically by 4:00 pm on June 3, 2020. Proposers must upload an application and all required documents to lacda.org.
