Prioritized Agenda of the Chinese Government in 2017 Laid Out
From March 3rd to 15th, 2017, the Fifth Sessions of the China’s 12th National People’s Congress (NPC), the supreme organ of state power in China, and the National Committee of the Chinese People’s Political Consultative Conference (CPPCC), China’s top political advisory body, were simultaneously convened in Beijing. This is the most important annual event of China.
The two sessions comprehensively reviewed the Chinese government’s work in all areas of the previous year and then discussed and determined the pillars and priorities of China’s political, economic and social agenda in the new year.
During the opening meeting of this year’s NPC on March 5th, Premier Li Keqiang delivered a report on the work of the government, highlighting the major objectives for 2017 as follows:
- Pushing ahead with the five priority tasks through reform
Take solid and effective steps to cut overcapacity
Take targeted policies to cut excess urban real estate inventory
Carry out deleveraging in an active and prudent way
Take multiple measures to cut costs
Take targeted and powerful measures to strengthen areas of weakness

Continue to transform government functions
Continue to reform fiscal and tax systems
Advance reform in financial sector
Speed up the reform of SOEs and state capital
Do more to energize the non-public sector
Improve the property rights protection system
Make a big push for progress in the reform of the social system
Deepen institutional reform to build a sound ecological environment
- Doing more to unleash the potential of domestic demand
Promote a steady increase in consumer spending
Work proactively to expand effective investment
Improve planning for regional development
Take solid steps to pursue a new type of urbanization
- Transforming and upgrading the real economy through innovation
Strengthen our capability for making technological innovations
