California INFORM Consumers Act Signed Into Law

SACRAMENTO – Today, Governor Gavin Newsom signed SB 301 (Skinner), California’s version of the federal INFORM Consumers Act now pending in Congress, a measure strongly supported by the California Retailers Association and passed by the State Legislature with zero opposition.
SB 301 is part of CRA’s comprehensive ‘4-D’ approach to addressing retail theft – DISMANTLE, DISRUPT, DETER, and DIVERT. The bill, which goes into effect July 1, 2023, helps DISRUPT the flow of stolen goods into online marketplaces, where they are resold to unwitting consumers and which has contributed significantly to the rise in organized retail crime. SB 301 limits the ability of these thieves to hide behind phony business names and accounts and provides law enforcement and retailers with additional tools to track down organized theft rings. By removing the easy profits of online resale, SB 301 will help protect retail employees, customers and keep stores open.
