Solis Champions New Safe Services Space and Harm Reduction Health Hub to Support Skid Row’s Homeless and Vulnerable Populations

Los Angeles, CA – In a motion led by Chair Pro Tem Supervisor Hilda L. Solis, the Los Angeles County Board of Supervisors today approved a lease agreement to establish a Safe Services Space and Harm Reduction Health Hub at 442 S. Crocker Street in Los Angeles. This initiative is part of ongoing efforts to address behavioral health and homelessness in Skid Row by providing essential health services, harm reduction, and a community-led environment aimed at fostering healing, wellness, and opportunity for individuals in the neighborhood.

As the lead champion of the Skid Row Action Plan (SRAP), Chair Pro Team Solis has been instrumental in driving the vision behind this new facility, which has been shaped by years of collaboration between the County, local community partners, and individuals with lived experience.

“We are creating a welcoming, trauma-informed space that reflects the needs and aspirations of the Skid Row community,” said Chair Pro Tem Solis. “This Safe Services Space and Harm Reduction Health Hub are integral components of our ongoing efforts to address homelessness with compassion, respect, and dignity. As we move forward, we continue to prioritize collaboration with local residents, service providers, and advocates to ensure that Skid Row is a place where everyone can thrive.”

The proposed facility will offer a variety of services, including access to basic necessities, health services, case management, and support for individuals impacted by homelessness, substance use, and other challenges. The Safe Services Space will provide restrooms, showers, laundry, storage, and community activities, while the Harm Reduction Health Hub will offer medical care, overdose prevention, and other specialized support services for vulnerable populations.

With investments from local, state, and federal funding sources, the project aims to expand services to thousands of individuals in Skid Row, helping to connect them with resources, support, and opportunities to exit homelessness.

Chair Pro Tem Solis has been a driving force behind the SRAP since its inception in 2022, working alongside local stakeholders and community members to develop a holistic, inclusive plan that addresses housing, healthcare, and economic opportunities for people experiencing homelessness.

“Homeless Health Care Los Angeles (HHCLA) is proud to support DHS’ Safe Services Space and Harm Reduction Health Hub, which exemplifies the transformative power of community-driven innovation,” said Stephany Campos, Director of Strategic Planning & Special Projects at HHCLA. “These low-barrier spaces will offer Skid Row residents essential services, including hygiene access and referrals, while fostering creativity and connection through artistic elements. We are deeply honored to contribute to an initiative that empowers the Skid Row community to thrive. Our heartfelt gratitude goes to Chair Pro Tem Hilda L. Solis for her visionary leadership in championing this vital effort.

“We want to commend Chair Pro Tem Solis Hilda L. Solis and the Los Angeles County Department of Health Services for your vision and leadership of the Crocker Street project focused on serving unhoused populations in skid row,” said Al Ballesteros, President & CEO, Wesley Health Centers + JWCH Institute, Inc. “These projects have the potential to change the landscape of how services are operated, integrated and responsive to those in need and will go a long way to addressing the comprehensive needs of the homeless. We look forward to partnering with Los Angeles County to deliver medical and support services on this campus.”

“This is not just about buildings and services,” added Chair Pro Tem Solis. “It’s about empowering the people of Skid Row to be part of the solution, and ensuring they have the tools and support they need to thrive. Together, we are building a future where every individual has the opportunity to heal, rebuild, and succeed.”

The Safe Services Space and Harm Reduction Health Hub represents a vital step in the County’s commitment to reducing homelessness in Skid Row and throughout Los Angeles. The facility will open seven days a week and provide a vital lifeline for those who need it most.
